Finance and PHILIS account


With the Border Target Operating Model (BTOM) fully live from 30 April 2024, all importers using our services are strongly advised to set up a PHILIS finance account with Immingham & Grimsby Port Health Authority. A valid account ensures that fees and charges for official controls can be processed without delay.


Finance accounts

Our internal finance system, PHILIS, securely holds your company’s financial information. This includes:

  • All payments received
  • Debits and charges applied to your account
  • Up-to-date account balances

Having an active PHILIS account helps us process your import consignments efficiently.


Setting up an account

To set up an account, please email [email protected] with the following information:

  • Company name and address
  • Contact name
  • Contact email (multiple addresses allowed)
  • Contact number

Once your account is activated, and you have deposited funds, we can begin allocating payments and processing transactions on your behalf.


Making payments

We currently accept payments via BACS transfer. Bank details will be issued once your PHILIS account is created.

Important information

  • Funds will only be added to your PHILIS account once they appear in our bank account.
  • BACS payments may take up to 3 working days to clear.
  • High‑volume importers often submit lump‑sum payments to keep their account in surplus.
  • We can apply low-balance alerts to notify you when funds drop below a specified level.
  • We can set an account alert to notify you if funds fall below a certain level.

Account notifications and statements

We keep you fully informed of your account activity:

  • Allocation notices are emailed each time funds are added, including your updated balance.
  • Debit notices are sent when charges are applied, detailing the transaction, the consignment, and remaining funds.
  • If your balance is insufficient, we will contact you with the amount required and the related consignment details.
  • Monthly itemised statements are automatically emailed to your registered contact address.

Legislation and governance

All fees and charges are set in line with:

  • Regulation (EU) 2017/625 (Official Controls Regulation), as retained in UK law
  • Official Control (Animal, Feed and Food, Plant Health) (Amendment) (EU Exit) Regulations 2020 (SI 2020/1481)

National policy, advice, and guidance are owned by the relevant HM Government departments as the UK’s National Competent Authorities. Immingham & Grimsby Port Health Authority accepts no responsibility for the accuracy of external government documentation.
