Landlords in parts of East Marsh are being urged to act now and apply for a Selective Licence following the launch of a new scheme aimed at improving housing standards and tackling anti-social behaviour.

North East Lincolnshire Council approved the designation of the Selective Licensing area on 7 October 2025, with the scheme coming into force on 8 April 2026. Landlords operating within the designated area must submit applications by 8 October 2026 to avoid late fees and enforcement action. Check if your property is in the designated area here:  Selective Licensing | NELC

The five-year scheme targets privately-rented properties and is designed to drive up property management standards, improve tenant safety, and create a more stable and welcoming community.

Landlords with properties in the scheme area are legally required to apply for a licence for each privately rented home they own. They must apply online through Home Safe here: North East Lincolnshire Council Selective Licensing | Home Safe Scheme

Landlords who fail to apply by the deadline will incur a £200 late fee, and those renting without a licence risk enforcement action, including financial penalties of up to £40,000 or an unlimited fine.

The total licence fee is £1,000, split into two payments:

  • Part A: £600 (non-refundable, payable on application)
  • Part B: £400 (payable on approval)

Accredited landlords benefit from a reduced fee of £725.

Selective Licensing helps to raise standards across the private-rented sector while creating a level playing field for responsible landlords who already provide safe and well-managed homes.

Residents in the designated area will benefit from:

  • Improved property standards and safer homes
  • Stronger enforcement against poor housing conditions
  • Reduced anti-social behaviour
  • Better managed tenancies and faster resolution of issues

The scheme also ensures landlords meet key safety requirements, including fire, gas, and electrical standards.
