Members allowances and attendance at meetings


Vacancies

North East Lincolnshire Council is looking to fill two vacancies on the independent remuneration panel which helps set councillors’ allowances.

Allowances for Councillors are reviewed every four years. The panel considers evidence and then makes recommendations to the council on the scheme of allowances. There are normally 4-5 meetings as part of the review, with the possibility of further meetings being arranged if required.

Appointments will be for a term of four years.

Applications are invited from individuals with:

  • experience at a senior level in, for example, business, the voluntary or charitable sectors, or public administration.
  • an interest in the work of the Council
  • the ability to understand issues and make objective, evidence-based recommendations

Panel members must not be councillors and must not be excluded under the law from becoming a councillor. The time commitment is variable but the panel is expected to meet on a regular basis from October 2025 with a view to reporting its findings to Council by March 2026.

Although the post is not paid-for, travelling expenses to and from meetings will be met.

Members allowances

Elected Members receive an allowance for their role.

This allowance information is published in the following categories:

  • civic and mayoral allowances
  • basic allowances
  • special responsibilities allowance
  • phone and ICT allowance
  • travel allowance
  • parking charges allowance

Elected Members are no longer entitled to join the local government pension scheme (LGPS).

An Independent Remuneration Panel exists to review the Members’ Allowances Scheme. The Panel is required to make recommendations to the Council every year or whenever the Council decides to either revoke or amend its current scheme. It is for the Council to decide on the Members’ Allowances Scheme that is put in place, having regard to the Panel’s recommendations.

Attendance at meetings

The attendance information is based on Member attendance at public meetings of the Council.

Non-attendance may be due to a number of factors such as illness, work commitments and holidays. For Panel and Committee meetings, Members are able to appoint substitutes if they are unable to attend for any reason.

Please note that these statistics do not include additional attendance requirements such as Cabinet member attendance at scrutiny meetings or councillors attending in their ward councillor role to make representations on behalf of their constituents, for example, to speak at Planning Committee meetings.
