Draft Plan with Options

Following the informal public engagement on the Scoping and Issues Paper held in 2022, the Council have been reviewing the comments received, updating the background evidence documents that inform the Local Plan review process and preparing the next version of the Local Plan review document. This Draft Plan with Options (PDF, 25,415KB) has now been published for formal consultation in accordance with Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012, as amended.

What are we consulting on?

This consultation is seeking your comments on:

  • How growth (additional employment land and new homes) is distributed around the Borough.
  • Levels of growth, potential locations for development and place-shaping priorities.
  • The opportunity to inform proposals about how the Council’s planning policies can be shaped to address climate change and biodiversity net gain.

The consultation is supported by a set of supporting documents that have been prepared to inform the development of policy. These can be viewed via the ‘Supporting documents’, further below on this page.

This public consultation period runs from Monday 15 January to Friday 8 March 2024. All comments should be received by 5pm on Friday 8 March 2024. Late responses will not be accepted.

Due to the statutory nature of the Local Plan review process, we are unable to accept anonymous comments. You will need to provide your name and address, and email address if you have one.

How to respond to this consultation


Comments can be submitted online using the Council’s consultation portal. This is the recommended and simplest route to make your comments, as it allows you to comment directly on the Plan as you look through it. Access to the portal and instructions on how to use it are below.

How to use the online consultation portal

You can submit comments via the consultation port is as follows:

  1. Follow the link to the consultation portal (above).
  2. Navigate and read through the Draft Plan using the navigation pane.
  3. To comment, click on the blue speech bubble on the part of the Plan you wish to comment on (the form will pop-up on your screen for you to complete). You can add multiple comments on separate sections of the plan should you wish to do so. You do not have to comment on every section of the Draft Plan.
  4. There is an option to upload attachment(s) to your comments at the end of the form, should you wish to.
  5. When you are finished, make sure you submit your comments by clicking ‘complete’ and then ‘submit’ (you will receive an email if you have any comment(s), you are yet to submit, to prompt you to finish them).
  6. Once you have submitted your comments you will receive an email.

Paper copies

As well as electronic versions of the Draft Plan, paper copies are available to download from this page. Paper copies of the document will be available to view at the following locations across North East Lincolnshire, during their normal opening hours:

  • North East Lincolnshire Council Municipal Office reception
  • Equans reception, New Oxford House, Grimsby (until 16 February 2024)
  • Grimsby Library
  • Cleethorpes Library
  • Waltham Library
  • Immingham Library
  • The Gingerbread House, Humberston
  • Scartho community hub

Paper copies of the Draft Plan will also be available to purchase from the Spatial Planning Team, a charge of £15.76 will be made to cover the costs of printing.
