Important update

North East Lincolnshire Council’s Local Plan review continues but will take into account any changes to the National Planning Policy Framework following the Government’s recent consultation. As part of that national consultation all local authorities with planning responsibilities were asked to submit their views on a series of questions. The current North East Lincolnshire Local Plan was adopted in 2018.

The Council is required to review the Local Plan within five years of its adoption. An initial decision was made to commence a review of the Local Plan in 2020, however, due to proposed planning reforms this work was paused.

In October 2021 Cabinet committee agreed that work on the review should be restarted. The review will be carried out in several stages taking around three years to complete.

In line with the Government reforms to the planning process, the Local Plan review will seek to:

  1. Simplify the Local Plan.
  2. Focus on local priorities.
  3. Not repeat national guidance.
  4. Provide a framework for development in North East Lincolnshire to be a place where people are proud to live, work, invest and visit.

An initial assessment was undertaken in 2019 using the Planning Advisory Service Toolkit to identify which areas of the adopted Local Plan needed review. This identified that many areas of the Plan are working well and remain consistent with national planning policy and therefore do not need to be included in the review.

Stages of review

The following engagement and consultation activities have been undertaken as part of the Local Plan review:

This early informal engagement stage aimed to establish the areas of the adopted Local Plan that needed to be reviewed and updated.

This was the first formal statutory consultation stage of the Local Plan review, which sought views on our first draft of the updated local plan document and suggested changes to the draft policies it contains.

A formal statutory consultation stage, the final opportunity to comment on what the Council considers to be the version of the Local Plan document it would adopt.

A public examination of the soundness of the local plan carried out by an Independent Planning Inspector appointed by the Government.

The updated Local Plan is adopted by the Council, subject to the recommendations made by the Planning Inspector.
