About us

The Safeguarding Children Partnership (SCP) sets out the local arrangements for safeguarding partners to work together with other agencies, to identify and respond to the needs of children in North East Lincolnshire.

The SCP Board consisting of safeguarding partners and key representatives from relevant agencies oversees the local arrangements.

In North East Lincolnshire the Lead Safeguarding Partners (LSPs) are:

  • Chief Officer of Police (Chris Todd, Chief Constable, Humberside Police)
  • Local Authority Head of Paid Service (Sharon Wroot, Chief Executive, North East Lincolnshire Council)
  • ICB’s Chief Executive (Teresa Fenech, Chief Executive, Humber and North Yorkshire Health and Care Partnership)

All three LSPs have equal and joint responsibility for local safeguarding arrangements.

Locally, LSPs have assigned their duties to Delegated Safeguarding Partners (DSPs).

The DSPs are:

  • Ann Marie Matson, Director of Children’s Services, NELC
  • Paul French, T. Chief Superintendent, Humberside Police
  • Paula South, Director of Nursing Governance, Humber and North Yorkshire ICB

The DSPs ensure full participation with the NEL SCP Local Arrangements and work with relevant agencies. However, the LSPs are still accountable for any actions or decisions made by their organisation. 

The appendicies clarify the list of relevant agencies who are linked into our arrangements, along with the agencies who are statutorily required to engage in the Section 11 process, in which the SCP Board seeks assurance that the agencies are fulfilling their responsibilities to safeguard and promote the welfare of children and young people.
