We want you to have your say for the future of Cleethorpes Market Place and Pier gardens.
The work developing the detailed designs for both Pier Gardens and the Market Place is getting underway and we want you to have your say to help the Council realise its ambitions.
For the first phase of development, we are inviting residents, businesses and visitors to tell us what they like, let us know their creative ideas and what they would like to see in the space, so that designs can be drawn up within the budget available from the Levelling UP Funding award.
This consultation closed on Friday 15 March 2024. Thank you to everyone who got involved.
The feedback provided will be used to create the concept designs, which will then go back out for public consultation.

We wanted to know what matters to you via the Local Plan review consultation.
The current North East Lincolnshire Local Plan was adopted in 2018.
In line with the Government reforms to the planning process, the Local Plan review sought to:
- Simplify the Local Plan.
- Focus on local priorities.
- Not repeat national guidance.
- Provide a framework for development in North East Lincolnshire to be a place where people are proud to live, work, invest and visit.

Healthwatch North East Lincolnshire were seeking feedback from people who receive support at home or their informal carers.

The public archive service and public libraries located in Grimsby, Cleethorpes, Immingham and Waltham are managed by Lincs Inspire Limited on behalf of North East Lincolnshire Council. These are important services, valued by our local communities and providing a wealth of information and useful resources.

In this consultation we asked about your views, thoughts and experiences to help us understand what the future of these services might look like, and what opportunities we should be considering that would help you and your family to enjoy these services more for phase one of the review. We also ran multiple focus groups at local settings throughout February and March to further understand current usage and ideas, and had lots of conversations with various community groups in the local area.
This consultation is now closed and the results will be published soon. Phase two is planned to commence later this year.

People living and working in North East Lincolnshire were asked to have their say on an historic Greater Lincolnshire Devolution Proposal.
A new Mayoral Combined County Authority, (MCCA), is being proposed by the three lead councils in the area – North East Lincolnshire Council, North Lincolnshire Council (both unitary authorities) and Lincolnshire County Council. All three have voted to accept the proposed deal.

North East Lincolnshire Council and its delivery partner, EQUANS, are seeking feedback from concessionary fares pass holders about their bus journeys.
Data suggests that those with a concessionary fares pass have not been using buses after covid as these bus passenger numbers have dropped significantly and not recovered to pre-pandemic levels.
If you are a concessionary fares pass holder or believe you are entitled to a pass but are unlikely to use it, then we want to know what will encourage you to travel by bus.
Your feedback will be discussed with local bus operators at the Enhanced Bus Quality Partnership, and where possible improvements will be made to make you feel better about travelling on the bus.

Following both the launch of the new Local Area SEND Inspection framework in November 2022 and the SENDAP green Paper in March 2023, officers across education, health and care have worked with families, providers, and a range of different teams and professionals to compose the first drafts of three key strategies for SEND in North East Lincolnshire. With a significant focus on getting children with SEND and their families, the right support at the right time, we hope that these strategies identify where our priorities collectively across the borough are to further strengthen this offer.
Officers who have led on the drafting of the strategies have worked tirelessly to include a range of voices and feedback that has been gathered since September 2022. The Delivering Better Value in SEND engagement surveys, events, and workshops along with the launch of the NEL Parent Carer forum have both provided a huge amount of insight data, that has helped shape the 5 key priorities and the content of what the borough needs to focus on over the next five years to make things even better for our children and their families.

We received your views on serious violence in North East Lincolnshire which have directly impacted you and your family in your local community with the aim for us to work better across authorities when sharing information, collaborating and planning to prevent and reduce serious violence incidents in the future.

We received young peoples’ views on how they feel safe in public spaces, at school and travelling, to better understand where young people feel safer, what time of day they feel less safe and concerns around weapons, particularly knives. We will combine the from this survey with other crime data and that will give us a better understanding of issues young people face living in North East Lincolnshire and where we need to focus our efforts in order to keep them safe.

A public consultation was undertaken in northern Lincolnshire by NHS Humber and North Yorkshire Integrated Care Board (ICB) with people invited to share their thoughts on a proposed change to the way some services are provided at Scunthorpe General Hospital and Diana Princess of Wales Hospital in Grimsby.

We have received your views about how often we should vote for our councillors. The options are either to change to ‘whole’ council elections every four years or retain the existing system of election ‘by thirds’.

The Local Government Boundary Commission for England will be commencing a review of North East Lincolnshire Council’s Ward boundaries in Summer 2024, with a view to completing that review by Autumn 2025. The new Ward boundaries will come into operation with effect from the June 2026 elections.

We wanted to hear from you if you are deaf, hard of hearing and / or if you offer care or support to someone with hearing loss.

North East Lincolnshire Council wants to make sure people get the support they need, whether they have hearing loss themselves or care for someone who does. Following public consultation earlier this year the Council and the Hospital are working with the RNID to improve local support for people with hearing loss. North East Lincolnshire Council consulted on the proposal of a new public space protection order (PSPO) covering parks, beaches, the sea front and other council land.
A PSPO is to allow the Council to place restrictions in specific areas to manage behaviour that could be detrimental to the environment or other people.
Many of the activities that were covered by the proposed PSPO were behaviours that damage parkland or could harm the protected environmental habitat along the coast or put wildlife at risk.

The consultation asked local people about their crime experience and what they think the Community Safety Partnership should focus its efforts on and direct its resources to in the coming year. Our weekly food waste pilot is has now ended. A national recycling organisation, other local authorities and a waste vehicle manufacturer are all using research from the pilot, and your responses to our survey to shape how food waste collections will be rolled out across the country in the future.
We wanted to hear your views about the food waste pilot. The results from this survey are helping us to plan a borough wide roll out of weekly food waste collections expected in April 2026.
We wanted to hear your views on proposals around the future of Great Coates Village Nursery, Scartho Nursery School and Reynolds Day Care.

The Council’s Cabinet has taken the decision to end the consultation.
The council is now working with staff, governors, and parents in the settings to fully assess the situation, taking account of the hundreds of views already gathered.
Once that is done, the future of the nurseries will be decided in collaboration with those responsible for their governance and management.

North East Lincolnshire Council and its delivery partner, Equans, are looking for resident’s views to the current Bus Service Improvement Plan (BSIP).
The current BSIP priorities were formed from the last public consultation survey in 2021. These priorities are reviewed to ensure that the funding is used to address current issues and barriers that are most important to the community. The aim of these priorities is to improve passenger numbers and people’s overall bus experience.
This survey closes on 1 September 2023 and the result from this consultation is being used to form the Bus Service Improvement Plan subject to the Department for Transports requirements.
Every year, North East Lincolnshire Council has a duty to assess the childcare offer within our area. We asked families about their current childcare needs now and in the future and any barriers that may be stopping them from using childcare.

Following consideration of the consultation responses received during the first consultation phase of our Parish Council Community Governance Review, Full Council on 7 September 2023 has recommended that no electoral or governance changes be made to any existing parish council, except for Immingham Town Council where changes are recommended in relation to the parish boundaries only – these proposed changes were shown on a map on the survey.

North East Lincolnshire Council and Humberside Police are intending to vary three Public Space Protection Orders (PSPO).
This consultation wanted the views of how the PSPO can address the anti-social behaviour that is connected to the consumption of alcohol in Grimsby Town Centre, Peoples Park and Cleethorpes Town Centre and seafront.
This consultation closed on 30 September 2023. The results of this survey will form part of the application for the Public Space Protection Order (PSPO) variation and will be published on the Safer NEL PSPO page.
We asked for local residents and businesses’ views on North East Lincolnshire Council’s draft Tree Strategy. This strategy demonstrates the council’s commitment to caring for trees under its management and help respond to the challenges of climate change and the natural ecosystem. It will provide a strategic approach towards ensuring all communities experience the environmental and health benefits that trees afford.
The Council and its regeneration partner, ENGIE, sought the views of residents on electric vehicles and to understand on possible future trends of EV in the area.
The purpose of this survey was to support Transport Officials in developing an EV strategy and to provide evidence of resident’s views on EV and future usage to support funding bids aiming to make North East Lincolnshire EV ready.

Local residents were invited to share their thought on our current polling arrangements in the local area, including how reasonable the facilities are for voting and that the polling places are accessible to all electors. The intention of the outcome of this review is to make changes on how these arrangements can be improved based on the feedback from the survey.

We invited our local residents to comment on the draft Housing Strategy to understand the views, wishes and feelings of residents in the local area.
The new strategy recognises those current challenges faced by residents and is set within the context of national policy changes affecting housing, social care, and planning.

In 2023 we sought your feedback on a follow up survey about Grimsby Town Centre to obtain further input on the findings from our survey in 2022.
Your additional thoughts on the town centre offer will be considered alongside previous input and we will check that the aims of the space are still the same. We wanted to hear how these changes will benefit you, what you think will make it even better, and how we can continue to keep you informed.
